"Creating a Sustainable PMO for Achieving Effective Business Benefits"
Project management offices (PMOs) have become an important business function in organizations as an important aspect of project management practice in most industries today. However, there is a lack of consensus on the many aspects of PMOs with no agreement among practitioners, which can impact its long term sustainability. This presentation presents a model for creating a PMO that can be sustained over the long term and surmounts the reasons why PMOs fail. The model details how to achieve organizational business objectives enterprise-wide detailed in the speakers book “The Power of Enterprise-Wide Project Management”, AMACOM 2007. PMO research projects completed in recent years that surveyed organizations around the globe with the following significant findings were:
- Most of PMOs have been existing for two years or less
- The majority of the PMOs have little or no decision-making authority
- Most of the PMOs agreed that significant expertise and competency of PMO staff is a key issue in PMO performance
- Most of the PMOs failed because they were perceived to not provide business values and business benefits to the organization
- Most of the PMOs failed from a lack of executive sponsorship and a clear process for managing projects
- Many of the failed PMOs did not provide training of project sponsors and functional managers in the roles and responsibilities of a matrix organization structure that lead to the lack of support
- Many of the failed PMOs did not establishing recognition and rewards systems, which reinforces a project management culture for the organization
- Many of the failed PMOs did not enforce strategic alignment of projects with the organizations business goals, which ensures executive sponsorship
- Many of the failed PMOs did not effectively plan the development stage of the PMO thereby ensuring its success
