J. David Smith, C.A.G.S is the Director of Graduate Programs for the Administration of Justice and will serve as lecturer. He began a career in law enforcement in 1979 and rose through the ranks to become chief for the Westerly Police Department. Concurrently, Mr. Smith attended Salve Regina University and earned a Certificate of Advanced Graduate Studies in Humanities. He is a graduate of the 199th session of the FBI Academy. Mr. Smith was hired as Police Chief for the Town of Narragansett, RI in 2002. During his tenure with that agency he served as President of the RI Police Chief’s Association and is a life member. During that time, Chief Smith was asked to facilitate the development of a statewide interoperable communications system which currently has over 8,000 users. Mr. Smith worked briefly as Director of Security at Roger Williams University before being appointed by then-Governor Donald L. Carcieri as Executive Director of the RI Emergency Management Agency. Smith was/is an active member of the various law enforcement and emergency management boards, Chief Smith worked with teams that developed the N-Dex system of information sharing at the FBI CJIS Division while on their Advisory Policy Board, and most recently represented NEMA in Washington in discussion about the D-Block auction.
